The Arsenal - Institute for Film and Video Art's mission and passion is the lively mediation of international film culture. As a research and educational center that works regionally, nationally and internationally, the Berlin institution creates a communicative network and provides space for (film) cultural dialogues.

Cinema (Arsenal 1 & 2 and, since March 2020, the digital platform arsenal 3), festival (Berlinale Forum and Forum Expanded), distribution (arsenal distribution) and archive form the Arsenal's working areas. The continuous interaction and interlocking of these areas enables multi-perspective and sustainable work with films. This structure is constitutive for Arsenal and unique worldwide.

Since its foundation in 1963, Arsenal has critically examined the history of film and current developments in the medium. Contemporary social discourses are depicted, reflected upon and contextualized. Arsenal brings together the expertise of many people - filmmakers, artists, actors, curators and researchers - who realize interdisciplinary projects, festivals and events. Arsenal plays a pioneering role in the development of future-oriented models for cinema, distribution and archive work as well as the contemporary processing and communication of film history against the backdrop of technological change and current image and media culture.

Arsenal is an associate member of the FIAF (Fédération Internationale des Archives du Film / International Federation of Film Archives). It is organized as a non-profit association and fulfills a cultural (educational) mission.

The Arsenal cinema offers a curated program in two halls that is explicitly diverse, combining historical and contemporary, academic and popular, experimental and canonical - from all over the world. It sees itself as a social space in which the discourses of the present are negotiated on the basis of aesthetic experiences and as a place of cultural practice that takes place in society. Where possible, the films are presented in their original format and the screenings are contextualized through discussions with filmmakers, introductions or symposia. The exchange with the audience is central to this. The digital program arsenal 3 refers to the film series in the cinema, the distribution offer and the archive work of the Arsenal.

Forum and Forum Expanded stand for reflection on the cinematic medium, social-artistic discourse and aesthetic stubbornness.

The programs presented by Arsenal as part of the Berlinale aim to expand the understanding of cinema, to go to the edges of the familiar and to open up perspectives with which cinema can be understood anew and placed in relation to the world. Everything that contributes to this is included: contemporary and historical, analog and digital film, installation art, performance and music.

After 60 years of cinema and festival work, Arsenal now has a film collection comprising 10,000 titles. It is an expression of the historical impulses of avant-garde and political cinema, but also provides an insight into the diversity of contemporary works.

The concept of the Living Archive describes an archival practice that sees the significance of an archive in relation to the present and future plans. Research, preservation, digitization and restoration of archive content are part of a participatory artistic and curatorial practice. The archive is an open place where research and work can be carried out and new things can be created.

The focus is on critical reflection on the category of cinematic heritage in relation to the history of political and aesthetic movements as well as colonial and migration history. This includes questioning terms such as "world cinema" and "film country", which have also shaped the history of Arsenal. The idea of a transnational practice of sharing content and structures is supported.

The Campus includes teaching, research and outreach activities for interested parties of all ages and is aimed at pupils, teachers, students, filmmakers, artists, curators and other researchers. Arsenal staff and external guests see themselves as both teachers and learners. Bringing together theory and practice, film and science is a central concern of the institution. The theoretical reflection of cinema, its archives and spaces of possibility, but also the practical handling of analogue film formats and digitization are among the numerous offers of workshops, seminars, film studios, summer schools, further education and cooperation with film and archive courses at German and international universities, which are bundled under Campus.

City Kino Wedding

The City Kino Wedding is an arthouse cinema on the complex of the Centre Français de Berlin at Müllerstraße 74. The large building complex as a whole is a listed building and served as a cultural center for the French occupying forces until 1992. The cinema hall, which has not been used since 2007, was reopened as a cinema on September 13, 2014 as a result of a business idea.

The cinema in the Centre Français de Berlin was a multicultural facility that was used for cultural events, theater performances and film screenings. Free film screenings for German audiences were also regularly held here. After the withdrawal of the French troops, the Centre Français de Berlin was rebuilt and reopened in 1994. It then served as the City Wedding from 1996 to 2007 with a focus on family films and arthouse, with occasional Bollywood films also finding a regular audience. After that, the cinema was closed for the time being. In 2009, it briefly reopened as the Eiffel Tower Cinema in the CFB. The operator of the center subsequently had the cinema hall renovated to be used again as a cultural venue. On a website with a list of closed Berlin cinemas, Anne Lakeberg, a trained film theater manager, found the information that a management company was being sought. After a site visit, she and Wiebke Wolter decided to apply.

Under the motto "Kiezkultur reloaded", both women now took care of a reopening, which took place on September 13, 2014. The new cultural institution was given the name City Kino Wedding. Initially, in a kind of test phase, selected films were shown regularly every two weeks at a low price until the end of 2014. Since January 2015, the cinema has been showing a selected arthouse program every week from Thursday to Sunday.

As part of the Berlinale Goes Kiez series, the City Kino was screened as a Berlinale cinema in 2016, 2017 and 2019 and was awarded the Medienboard Berlin Brandenburg and the Federal Government Commissioner for Culture and the Media's cinema program prizes in 2016 and 2017.

Anne Lakeberg organizes a varied and select film programme, with less focus on the latest films, to ensure the necessary number of visitors. Together with the restaurant, there are also culinary film evenings. Smaller German film producers receive start-up support from her in the form of world premieres. In addition to its involvement in the Berlinale, the Jewish Film Festival and the Arab Film Festival also make a stop at City Kino Wedding. The Favourite Films Festival takes place exclusively here, where audience favorites from international film festivals are shown. Wiebke Wolter left the facility in August 2019, making Anne Lakeberg the sole operator. She is supported by four part-time employees who take care of ticket sales and other support work.

The auditorium on the upper floor of the rear building has 218 seats, which is relatively large for an arthouse cinema. The equipment also includes a 35 mm projector, which is not currently in use, but a digital projector was purchased instead with financial support.

The staircase to the screening room and the foyer are covered with natural marble tiles, while the ceiling is made up of colorful glass squares that are backlit. The front building of the complex houses a French restaurant and a hotel.

Creation

Sound surfaces and motifs in Ton Belowskey's abstract digital art emerge from indeterminate areas of colour and concretize into clear forms.

These images morph continuously from one to the next, breathing in gigantic undulations and allowing the viewer to experience a process of creation.

The underlying voice of the narrator creates the synergy effect by gently and insistently drawing the viewer into a meditative state of calm and peace.

The text content confronts the viewer with existential thoughts and questions about being human, the cycle of birth and death and the coherence and interdependence of everything here on our planet.

It was the intention of musician and composer Rudy Redl to merge his abstract art of sound with the abstract forms and colors created by visual artist Ton Belowskey.

The words, written and spoken by narrator Katharina Koschny, make the infinity of sounds, colors and shapes tangible and unite them with the world of human thought.

The impressive use of language makes it possible to experience the interconnectedness of the various levels of perception and gives tangible expression to the existential questions about being and the meaning of human existence.

Junkie

The 24-hour day of a hopeless TV addict - condensed into 6 minutes of film: He, in his mid-30s, is completely addicted to TV programs and streaming services and his daily routine is dominated by them.

"Junkie" is one of a whole series of artistic short films that were produced by 21 artists from home during the first coronavirus lockdown using only their smartphones.

The special thing about "Junkie:" The actor improvises, plays silently and without genre specifications. Only the sound design inspired by his performance completes the perfect illusion.

TARKOW
Area Composing featuring D,R,ON

TARKOW is a journey into the cosmos of the Armenian artist Vazgen Pahlavuni-Tadevosyan. On a macroscopic tracking shot through "Vazo's" studio in a convent in the south of France, detailed shots were taken that combine to form a liquid image. The extremely slowly merging images are reminiscent of Andrei Tarkovsky's surrealist imagery. A soundscape of indefinable sounds from the sound sculpture D,R,ON evokes a wide variety of moods and associations.

The Düsseldorf artists Peter Hölscher (photography, image composition, sound sculpture) and Ron Gaube (sound generation, sound creation and sound composition) call their art AREA COMPOSING. Their audiovisual installations change familiar perceptions and allow viewers to immerse themselves deeper and deeper in their own world of fantasy, in which everything they have ever seen and heard comes together.

Peter and Ron have a long-standing friendship, which includes the ritual of birthday presents in the form of very personally created sculptures. The biggest gift to date is the sound sculpture D,R,ON - the star of TARKOW.

TARKOW will be performed for the first time as part of Filmgarten Berlin.
